Project Overview

The City of Kress, Texas, is soliciting sealed bids from qualified dealers and suppliers for the purchase of one (1) new 3/4-ton pickup truck (equivalent to a 2500 series model) configured for municipal utility and towing applications. The vehicle must meet or exceed the specifications outlined below. This Invitation to Bid (ITB) is issued in accordance with Texas Local Government Code and City procurement policies.
Bids will be evaluated based on compliance with specifications, total cost (including delivery and any applicable fees), delivery timeline, and vendor qualifications. The City reserves the right to reject any or all bids, waive minor irregularities, or negotiate with the lowest responsive bidder if necessary.

Vehicle Specifications

The proposed vehicle must be a new 2026 model year (or current equivalent) 2500 series 3/4-ton pickup truck with the following required features and equipment:
Cab and Bed Configuration: Regular cab with 8-foot long bed.
Running Boards: Factory-installed tubular or equivalent running boards for safe cab access.
Fifth Wheel Towing Prep Group: Includes fifth wheel/gooseneck towing preparation package with integrated hitch platform, wiring harness (7-pin/4-pin), and trailer brake controller.
Seating: Vinyl seats with bench seating configuration (e.g., 40/20/40 split bench for three passengers).
Adaptive Cruise Control: System with forward collision warning and automatic emergency braking.
Shift-on-the-Fly Transfer Case: 4x4 drivetrain with electronic shift-on-the-fly capability for transitioning between 2WD and 4WD modes.
Rear Backup Camera: High-resolution rearview camera with dynamic grid lines, integrated into the infotainment display.
Power Windows and Locks: Power-operated windows and door locks with one-touch functionality.
Built-in Inverter: Minimum 400W/115V interior power inverter for powering tools and devices.
Air Conditioning: Manual or automatic climate control system.
Remote Keyless Entry: Key fob with remote start capability.
Spray-in Bed Liner: Durable factory-applied or equivalent spray-in bed liner for corrosion and damage protection.
Vinyl Flooring: Heavy-duty vinyl floor covering for durability and easy maintenance.
Exterior 115V AC Outlet: Weatherproof 115V AC outlet mounted in the bed for external power needs.
WiFi Hotspot: Integrated 4G LTE WiFi hotspot capability (subscription compatible).
Additional requirements:
Engine: Must be gasoline engine capable of heavy-duty towing (minimum tow rating of 15,000 lbs).
Transmission: Automatic with at least 6 speeds.
GVWR: Minimum 10,000 lbs.
Color: White or neutral fleet color.
Warranty: Standard manufacturer warranty, including at least 3-year/36,000-mile basic and 10-year/100,000-mile powertrain coverage.
All features must be OEM-installed or equivalent to ensure compatibility and warranty integrity.
The vehicle must comply with all federal and Texas emissions standards.
Bidders may propose equivalent models from manufacturers such as Ram, Ford, Chevrolet, or GMC, provided they meet or exceed the specified features. Any deviations must be clearly noted in the bid response with justification.

Bid Submission Requirements

Bids must be submitted in a sealed envelope marked “Sealed Bid: KRESS-2026-VEH-001 – 3/4-Ton Pickup Truck” and include the following:
Completed bid form with itemized pricing (base vehicle, options, total cost before taxes, delivery fees).
Detailed vehicle specifications sheet confirming compliance with all requirements.
Manufacturer’s brochure or equivalent documentation.
Delivery timeline (must be within 60 days of award).
Vendor qualifications, including references from at least two government or municipal clients.
Proof of dealership authorization for the proposed manufacturer.
Payment terms (e.g., net 30 days upon delivery and acceptance).
Electronic submissions will not be accepted. Late bids will be rejected.

Evaluation and Award

Bids will be publicly opened at the specified time and location. The contract will be awarded to the lowest responsible bidder meeting all specifications and also provides the best value to The City Of Kress. The City may request clarifications or conduct site visits if needed.
